Ohio task force does not recommend mandating seatbelts on school buses
On Wednesday, a statewide task force in Ohio presented its recommendations aimed at enhancing safety measures for the state's school bus fleet. However, the inclusion of seatbelt restraints for all school buses was not among the 17 suggestions put forward by the 15-member committee.
The formation of the task force was initiated by Governor Mike DeWine in August 2023, following a tragic incident in Clark County, Lawrenceville, western Ohio, where 11-year-old Aiden Clark lost his life after being ejected from a school bus during a crash. This accident also resulted in serious injuries to over 20 individuals.
Andy Wilson, the Director of the Ohio Department of Public Safety, remarked on Wednesday that seatbelts had been a central topic of discussion for the task force over the previous months. Despite acknowledging the potential lifesaving benefits of restraints, the decision was ultimately made to leave the implementation of seatbelts to individual schools rather than instituting a statewide mandate.
Wilson stated, “We became convinced that a statewide mandate of seatbelts on buses is not the most effective use of government resources.”
The task force discovered through a survey that 81% of bus drivers opposed the addition of seatbelts to their buses. This sentiment was echoed by the driver involved in the fatal Clark County accident, who conveyed through Wilson’s family member a request not to mandate seatbelts, citing concerns over the potential need to cut children out of a burning bus.
Instead of mandating seatbelts, the task force proposed the establishment of a state-funded, needs-based grant program to assist schools in adding safety features to their buses. Governor DeWine indicated his intention to finance this initiative through existing funding sources, although legislative approval may be necessary.
Representative Bernie Willis (R-Springfield), who resides near the site of the tragic crash, expressed a personal commitment to ensuring the task force's recommendations are implemented. He emphasized his determination to see through the enhancement of school bus safety measures.
Additional recommendations from the task force included the provision of more professional training for school bus drivers and the imposition of stricter penalties for drivers who violate traffic laws involving buses.
