Hamilton Development Finance Agency Is A Distinct Possibility

The establishment of the Hamilton Development Finance Agency (DFA) hinges on several crucial votes and procedural steps, paving the way for significant administrative changes within the city.

The creation of the Hamilton DFA necessitates a three-party joinder agreement, requiring approvals from the Hamilton City Council, Butler County Commission, and Butler County Finance Authority (BCFA). Once endorsed collectively, this agreement would formally authorize the establishment of the Hamilton DFA.

Butler County Commission Vice President, Don Dixon, anticipates a resolution approving the joinder agreement to be considered within the next few weeks, pending the resolution of outstanding issues. Meetings are scheduled over the coming Mondays, with the BCFA convening on March 19.

City Manager Joshua Smith expects the Hamilton Council to introduce the legislation for the first reading shortly, followed by a vote after the second reading on March 27. Subsequent legislative steps in April would involve appointing a board of directors to officially establish the Hamilton DFA.

The formal initiation of the Hamilton DFA process dates back to November, reflecting the city's ongoing commitment to progress and economic development, as stated by Smith earlier.

The Hamilton DFA will serve as a dual-purpose economic development entity, functioning both as a port authority and a development finance agency. While a port authority facilitates economic growth and community enhancements, a DFA specializes in securing capital for various projects.

Smith's appointment as the BCFA's new executive director is contingent upon the establishment of the Hamilton DFA. Initially intended to lead the Hamilton DFA, Smith's role evolved to overseeing the BCFA, with the Hamilton DFA operating independently under his strategic guidance.

Upon the formation of the Hamilton DFA, Smith plans to resign from his position as city manager on April 5, a role he has held since 2010. Mayor Pat Moeller has indicated that Smith's successor will be promoted from within the city's ranks.
